What does it mean if my loans get consolidated?

I’m in the William D. Ford program now to pay off my student loans. It’s for people with hardships. Today I got a paper saying that they will not withhold from my income tax return and another paper that said that my two loans have been consolidated. Does anybody know what this means? I attend two different schools. I applied for loans at both schools. I received unsubsidized, subsidized and pell grant at one school and only a subsidized loan at the other school. The office called me today to tell me that I cannot receive financial aid at two different schools. Can someone please explain to me why I cannot receive loans at two different schools that I am currently attending. I am so confused. Thanks for any and all help.

One was 10k for my freshman year and the other was 5k for my sophomore year.

I’m right now in the military and trying to get the student loan repayment program, and they’re asking me for promissory notes for both loans, but from what I remember, I didn’t get a promissory note on my second 5k loan, because I got from the same account and same institution…

Would this second promissory note, does it exist? would it be needed?
